We leave the question: Did some of the privateers who traveled the Portuguese coast, namely to the island of Pessegueiro, left this place? So much history to know ... Located in the old downtown of the citadel of Algiers (Casbah) we can find a privileged testimony of the luxury and luxury with which the Rais (captains of the corsair galleys) surrounded themselves enriched through their sea expeditions. This true architectural jewel of Algeria, represents one of the last testimonies physically to the extension of the Medina of Algiers (Casbah) to the sea in the Ottoman period (16th / 19th century). Recently restored, this site houses a row of beautiful houses and fortifications located in the maritime quarter of downtown Casbah. Also known as BASTION 23.
History
The history of the palace begins with the construction of Bordj-Ez-Zoubia in 1576 by Dey Ramdhan Pacha, in order to strengthen the means of defense of downtown Medina.
Its designation has changed over time, Quaâ-Essour (lower wall), Sebân tbaren (the seven taverns) and Topanet Arnaout due to the artillery pieces installed by raïs Mami Arnaout.
Bastion 23 was named after the construction of the walls of the French village. However, the numbers that designate the palaces (palace 16, 17, etc.) and the fishermen's house are cadastral attributions dated from the same period.
The only historical reference available respects palace 18, which was built in 1750 by the Raïs Arnaout Mami.
In 1980, the Ministry of Culture began the various stages of taking possession of the historic monument.
First with the relocation of the invaders, then with the study and restoration of what will become the Palais des Raïs Art and Culture Center (Bastion 23).
The restoration project of this historic monument had as major concern its rehabilitation and enhancement for better use. The works lasted from 1987 to 1993 and the palace was opened to the public in 1994. It consists of three palaces (17, 18 and 23), of six douerates (fishermen's houses, with the numbers 5,7,9,11,13,15). The latter (15) performed the function of a prayer room (Moussalah). Buildings A and B currently house the library, the archives room, ..., and the Center for the Arts and Culture of the Palace of Raïs. From Bastion 23 we can enjoy the sea, the beaches and the lighthouse.
Fountain In front of the building is a fountain made in 1953 by the Frenchman Louis Arnaudo m. Its first location was at Cité Diar El Mahçoul. The original work included Neptune driving a horse-powered cart. Currently only horses persist.
